In these comments, RTG urges the FCC to adopt auction procedures that maximize participation and eligible area coverage in order to optimize the allocation of the $300M of Mobility Fund Phase I support. Actions toward this end include:
- using only updated American Roamer data
- expanding the list of TIGER road categories
- adopting bidder-defined aggregation of eligible Census Blocks
- adopting a single round bidding period of one week
- limiting amounts of default payments that must be made available upfront
