FCC Begins Process of Dismantling Traditional USF Mechanism

As one of the first steps in the National Broadband Plan (NBP), the FCC has released a Notice of Inquiry (NOI) and a Notice of Proposed Rulemaking (NPRM) proposing to decimate the current, high-cost universal service mechanism. It is questionable whether the FCC can legally dismantle USF and ignore Section 254 as the first step in its NBP.
