Despite the 2011 [data roaming] order, according to Carri Bennet, managing principal at the law firm of Bennet & Bennet, no LTE roaming agreements have yet been negotiated between AT&T and any other carrier, and Verizon has negotiated LTE roaming agreements only with rural carriers that use its spectrum, not with carriers using their own spectrum. Data roaming agreements for earlier generations of data service tended to have “onerous terms and conditions.”
